This building is home to the Círculo de Bellas Artes, and its official purpose is to "protect the Arts for public use". (Slightly too bad, then, that there is an entrance fee... it´s only 4 euro, but that is too much for a lot of the public these days. Anyway.)
Fine art, literature, theatre, film, philosophy, science, a cafe, and a knitting group. Anything goes. After you check out what´s going on inside, you can order a café, pop open a notebook and people-watch for inspiration to create something of your own. Or join Minerva, goddess of knowledge, the arts and war, on the rooftop terrace (aha! I bet you guessed there would be a rooftop terrace) and have your café, with all of Madrid at your feet.
